General Rules
- The Match Secretaries shall arrange the rules of all fishing matches under the guidance of the committee.
- LEAVE LITTER AND YOU LEAVE THE CLUB.
- NO FIRES, CAMPING, FIREARMS, or SWIMMING WILL BE PERMITTED ON ANY OF THE SOCIETY’S WATERS.
- THE REMOVAL OF STONES FROM BOUNDARY WALLS OR TOW PATHS OR DAMAGE TO FENCES, LOCKS OR BRIDGES, WILL NOT BE PERMITTED. ANYONE CAUGHT BREAKING THESE RULES WILL HAVE THEIR YEARBOOK CONFISCATED.
- NO RADIOS (except for personal headphone type) will be permitted.
- That water reserved for matches will be closed from midnight on the day prior to the match.
- ALL KEEPNETS TO SATISFY THE E.A RECOMMENDATIONS.
- ALL MEMBERS TO POSSESS A CURRENT E.A ROD LICENCE.
- Members must produce their yearbook to any authorised person or member on request.
- NO FISH TO BE REMOVED FROM ANY WATER WITHOUT THE COMMITTEE’S INSTRUCTION OR PERMISSION. THERE TO BE A LIMIT OF 2 RODS ON ALL WATERS.
- NO LIVE BAITING ALLOWED. DEAD BAITING WILL NOT BE ALLOWED WITH ANY COARSE FISH.
- JUNIOR MEMBERSHIP WILL BE AT ANY AGE TO CEASE AT 18 YEARS OLD.
- JUNIOR MEMBERS SHALL NOT BE ALLOWED TO VOTE AT THE A.G.M.
- That on all waters juniors should fish within the immediate vicinity of an adult where possible.
- That each member of the society be allowed only one year book. Year books not transferable.
- CLOSE SEASON AS LAID DOWN BY E.A RULES.
- All pike anglers to have an unhooking mat.
Match Rules
- Upon drawing a peg number, a competitor may proceed to his peg with the minimum of disturbance and noise. On arriving at the peg, anglers must position their seats within 1 yard either side of their peg number.
- Members to fish with one rod and one hook only. Other rods may be set up but must be displayed behind the angler at all times.
- Plumbing the depths and shotting of floats, the mixing of ground bait, etc, may be done before the start of the match. Keep nets may be placed in the water before the start of the match.
- There will be no pre-baiting. Upon the sound of the all-in, anglers will fish for the duration of the match. Anglers are requested to convey the all-in and timeout signal to their adjacent peg.
- Anglers leaving their peg for any reason must remove all baited lines from the water.
- Competitors must not allow their bait to travel below the next peg or be cast into the area of the peg above.
- Competitors may, if rules allow, wade in the water, but must be no more than two feet from the bank side unless prior notification to the match steward has been given.
- Competitors may assist their neighbours in landing a fish.
- A competitor hooking a fish in the match will be allowed 15 minutes from the call of time to land their fish.
- All keep nets to satisfy E.A. recommendations.
- All anglers must be in possession of a disgorger.
- All fish to be returned gently to the water and not thrown back.
- Any objection to a recorded weight must be made to the scale steward before the scales leave the objector’s peg. Anflers being weighed-in are responsible for seeing that the scales are zeroed before their catch is weighed.
- Yearbooks must be produced on request.
- No re-hooking for pike.
- A levy of 10% will be deducted from pools on match day.
- Prize money to be allocated 50, 30 and 20 percent.
- Match lists are obtainable with the purchase of your yearbook.
- Peg numbers to be handed in to weighers before being weighed.
- Any angler caught bringing live fish to their pegs will be disqualified. Their yearbook will be confiscated and they will receive a life ban from the club.
- No dead fish to be weighed in.
- If any bait bans are in effect, match stewards must be allowed to examine any angler’s receptacles tackle box or bait, and may demand to see the competitors fish at any time during the match in the event of a complaint.
- Any angler wishing to fish for trophy only will be asked to pay the going rate of the levy. They may reveive the trophy but no monies.
- All fish to be weighed in except pike and trout.
- Anglers drawing scale pegs will be requested along with the angler at the next peg to officially weigh and record the match weights.
- Anglers leaving any litter at their pegs, including litter left by previous anglers will be disqualified.
- THE MATCH STEWARDS DECISION IS FINAL.
- Members are reminded that, under the agreement with the canal company, you are restricted to angling from the tow path only.
- No fishing matches or contests will be held except by arrangement with the match secretary or committee.
- Angling under bridges is not allowed. Fishing in locks is also forbidden.
- Members will not interfere with or obstruct the canal and tow path, banks, locks or works being carried out on the canal or damage any walls or fences or leave open any gates.
Constitution
The name of the society will be: RYBURN AND HALIFAX ANGLING SOCIETY.
- The object of the society will be: to obtain fishing waters for the use of its members and such projects as the members may from time to time arrange. The continuity of angling within the society’s area, to preserve and maintain existing or new waters the society may have any such rights to. To further the breeding and well being of fish stocks. To keep watch for any water pollution on any water.
- The management of the society shall be vested in a committee of members which shall consist of a PRESIDENT, CHAIRMAN, GENERAL SECRETARY, ASST SECRETARY, MATCH AND TICKET SECRETARY, AND A MIMIMUM OF 7 OTHER MEMBERS.
- The CHAIRMAN shall preside at Committee meetings and at the AGM and OTHER GENERAL MEETINGS. He shall have a casting vote in the event of an equality of votes.
- The TREASURER and GENERAL SEC. to sign all society’s cheque.
- No person who is an official of any other club shall be eligible for office in the society.
- Officials shall be selected in the following manner: – Nominations shall be taken at a special meeting or AGM Meeting from members who have confirmed their willingness to stand for office, either verbally at the meeting or in writing to the secretary beforehand. A ballot will be taken and the person who receives the majority of votes will be duly elected to office.
- Subject to termination of office by resignation or otherwise all officials shall remain in office until their successors are appointed, the committee shall have power to fill any vacancy that may occur. The quorum at all committee meetings shall be no less than 5 except for motions relating to the expulsion of any member which shall be not less than two thirds of the total number of persons at that time constituting the committee.
- No new rules shall be made and no existing rule shall be altered, amended or rescinded, except by a resolution passed by and voted on by the members present at an Annual or Special meeting called for the purpose of which 21 days notice shall be given to the General Secretary or by an advertisement or announcement in the local press by the committee.
- Neither the society nor any member thereof nor the committee nor any member thereof nor a Trustee of the society shall be liable for or in respect of any loss or injury sustained by any member of the society arising out of any act or omission negligently done or omitted to be done by the committee or member thereof or a trustee or member of the society in or about the exercise or failure to perform or observe any duty owned to the society or its members.
- The society shall not be dissolved and the consequent distribution of the society’s funds shall not taker place except by a resolution to that effect passed at a SPECIAL or ANNUAL meeting called for the purpose and on a vote of at least seven eighths of the members of the society and voting at such meeting.
- Any member of the committee absenting himself from three consecutive meetings without good reason shall be removed from office.
- There shall be no more than four trustees of the society. The first trustee shall be appointed by the committee and the property of the society (other than cash which shall be under the control of the treasurer shall be vested in them to be dealt with by them as the committee shall from time to time direct with resolution (of which an entry in the minute book shall be conclusive evidence).
- The trustees shall be indemnified against risk and expense out of society property. The trustees shall hold office until death or resignation or until removed from office by a resolution of the committee who may for any reason which may seem sufficient to a majority of them present and voting at any meeting remove and trustee from office of trustee. Where by reason of any such death, resignation or removal it shall appear necessary to the committee that a new trustee or trustees shall deem it expedient to appoint an additional trustee or additional trustees the committee shall by resolution nominate the person or persons to be appointed the new trustee or trustees. For the purpose of giving effect to such nomination the PRESIDENT is hereby nominated as the person to appoint new trustees of the society within the meaning of section 36 of the TRUSTEES ACT 1925 and he shall by deed duly appoint the person or persons so nominated by the committee as the new trustees of the society and the provision of the TRUSTEES ACT 1925 shall apply to any such appointment. Any statement of fact in any such deed of appointment shall in favour of a person dealing bona fide and for value with the society or the committee be conclusive evidence of fact so stated.
- The trustees may when authorised thereto by a general meeting, or by the committee hold purchase or take on lease any land or buildings, and may sell, exchange, mortgage, lease or build upon the land with power to alter and pull down buildings and again rebuild.
- The trustees may, when authorised thereto by general meeting, or by the committee, obtain advance of money for the purposes of the society upon the security of bonds or agreements or promissory notes of certificates of indebtedness or mortgages of real property of the society or bills of sale on all or any of the good and chattels of the society upon such time and manner of repayment as to principal as the committee may determine.
- The committee decision is final.
- Any member having cause for complaint shall state the same in writing to the general secretary, who shall bring it before the committee at their next meeting and the committee shall deal with such complaint in such manner as they think fit.
- Any member who shall cease to be a member of the society from whatever cause, shall have no claim upon the property of the society nor have any part of his subscriptions returned.
- The committee shall appoint two elected members who along with the Treasurer shall be asked to present a balance sheet for presentation the Special or Annual meeting or at the request of the Chairman.
- Admission to the society shall be open to all sectors of the community. Disabled, Ethnic minorities, Ladies, Senior Citizens and Juniors.
- An ANNUAL GENERAL MEETING of the members shall be held on the SECOND THURSDAY of NOVEMBER EACH YEAR at 8pm. VENUE to be decided by the committee and advertised giving one months notice.
- The MONTHLY meeting of the committee will be held on a DAY, DATE and at a VENUE to be decided by the COMMITTEE at the previous meeting.
- Membership of the society shall be renewable on the 1st of January and end on the 31st of December each year.
